TPH-LBF-IA1.36.DE*一方面，我国大型公共建筑能耗巨大，另一方面，我们也缺乏直接数据为决策的提供基础和参考。住房和城乡建设部建科[28]114号文（28-6-24）《关于印发办公建筑和大型公共建筑能耗监测系统建设相关技术导则的通知》实施，对于能耗监测系统作了具体规范。建立大型公共建筑能耗监测平台，对重点城市重点建筑能耗进行实时监测，并通过能耗统计、能源审计、能效公示、用能定额和超定额加价等制度，促使办公建筑和大型公共建筑提高节能运行管理水平，为政策的制定和决策提供参考。筑节能工作的主要任务2.1采暖能耗我国绝大部分建筑采用集中供热采暖。其中城市热网供热面积已达1亿平米，其它为各种不同规模锅炉房集中供热。建筑采暖节能的途径依其综合节能效果排序分别为：1）通过改善调节、计量收费与供热体制的改革，大幅度降低过度供热现象，使采暖能耗降低2％以上；发挥我国大型城市热网作用，充分挖掘热电联产热源的能力，适当扩充热电联产热源容量，并利用散布于城区的燃气锅炉充当城市热网的调峰热源，这样把城市热网的供热范围提高到2亿平米，可使采暖热源能源消耗降低1％；通过并入城市热网或煤改气，替换小型低效燃煤锅炉。
